BLS have recently been part of a team whcih has secured planning permission from Cornwall Council for a mixed use scheme in Penzance Town Centre for the enlargement of the existing Savoy Cinema and erection of offices and 10 residential apartments together with alterations to form a restaurant. BLS undertook the financial viability assessment which accompanied the application and successfully demonstrated that the regeneration scheme would not be viable or deliverable with any off-site financial contribution to affordable housing and infrastructure. The proposed development highlights the fragility of brownfield town centre regeneration, together with the need for enabling residential development to help plug the cost-value gap in the commercial elements of the proposal to ensure viability and deliverability.
